MINUTES

  1. Call to order – 10:04 a.m.

     

  2. Introductions

     

  3. Approve meeting minutes of November 16, 2018 – Approved
    1. Change AGENDA to MINUTES
    2. Need to get with ODI regarding posting/distribution of accepted DBE paperwork
    3. GFEs were recently accepted for a bridge project.Low bidder was $900k, second $1,000k.All bidders other than low bidder met goal.Low bidder pledged to make every effort to meet goal through the life of the project.

       

  4. General discussion
    1. Change order documentation – differences between districts – New software will improve
      1. Procedures – clarifying when they should be written – need to amend Standard Procedure for Processing Change Orders, section I.E.
    2. C&MS – Thoughts on going electronic?Committee did not feel strongly one way or the other.
    3. Partnering awards – criteria – start project with thought of winning award
    4. Timely payment issues – A&A Safety mentioned problems with quantities at the end of projects.They currently have 36 projects totaling $700k in outstanding payments.Gary Angles asked Bill Luttmer to get him information on those projects and he will follow up.
    5. Time extensions – don’t want to waive rights.Add to DCE meeting.“Impact unknown” would be preferred in explanation in situations where the time needed cannot be determined.
    6. Estimates – average every 31 days.Working on measurements.Skewed due to winter.17 days during heavy work periods.

       

  5. Committees
    1. 100 spec committee
      1. Withholding estimates – when is it permitted and for what reasons?It was generally agreed that only payment for quantities with delinquent materials documentation should be withheld when there are material issues.Entire progress payments withheld for delinquent schedules or unsatisfactory progress should only be used in cases where it is clearly an issue.
        1. Check on payrolls
      2. C&MS 107.15 and 614.16 - Motorist Damage to MOT Items – moved from 614.16 to 107.15, added Truck Mounted Impact Attenuator & Digital Speed Limit Sign Assembly for reimbursement.
      3. 109.01 and rounding – proposals now include three decimal places – need to submit new language for 109.01 as it is inconsistent with how proposals are constructed.
      4. Add Rebar back into PN 525? – Committee was not in favor of adding rebar back into PN 525 since rebar manufacturers are against it.
      5. Cement price adjustment – PN 540 is being modified to use a more accurate and updated index.The ENR index was not updated on a regular basis and has penalized contractors unfairly on at least a couple of projects.

      1. Safety Edge – need to berm within four days?Will be changed to 10 days.
        1. Minimum thickness for safety edge?No need on Smooth Seal projects.
    4. Structure spec committee
    5. Hydraulics committee
    6. Traffic & Roadway committee
      1. Truck Mounted Attenuators
        1. Timing of requirement –June 6 letting.Manufacturers say there will be no problem meeting need.
        2. Method of payment – Lump Sum 614.ODOT concerned with ability to estimate with Contractors varying means and methods.
      2. MASH update
        1. Portable Concrete barrier – ODOT distributed drawing depicting various configurations that they have considered after getting input from the industry.Looking to go with Washington State configuration.Deflection characteristics acceptable, pin and loop connections, not too much heavier than current shape.Will attempt to get 10 year implementation.
        2. Temporary attenuators – There are approved barriers at this point.Also looking to get 10 year implementation.
      3. WTS Testing update – Have had issues with no-shows.ODOT considering charging for no-shows.Link to upcoming schedule:
