Association of Modified Asphalt Producers Offers Scholarships
OCA Staff was recently asked to make our members aware of the following scholarship opportunity:
The Association of Modified Asphalt Producers' 2019 Dr. David R. Jones IV Scholarship submissions are due in four weeks: Friday, January 18, 2019. This is the deadline for all parts of the application: the online form, academic transcripts, and letters of recommendation. AMAP will award four $2,000 scholarships in 2019. Recipients will include graduate students and undergraduates.

Don’t Get Your Bid Thrown Out on LPA Projects!
For all Local Public Agencies as well as contractors submitting a bid for any upcoming Locally-let (LPA) project(s): Please note, per the direction found in PN13 of the LPA bidding documents, any bids received without the electronic submission of the DBE Utilization Plan at or before the time of bid, will be deemed unresponsive.

Bidders must submit their DBE Utilization Plans via:
https://odot.formstack.com/forms/dbe_copy. This file contains the current list of certified DBEs and is updated regularly. Again, the DBE Utilization Plan must be filled out completely and submitted electronically at or before the time of bid opening.

For bidders that are DBE certified firms, please note that you must also submit a DBE utilization plan to include what percentage your firm will be self-performing.

Free Webinar Series on Alternative Pension Designs for AGC Union Contractors Given the many shortcomings of the multiemployer pension system traditionally used in the unionized sector of the construction industry, many parties are looking for alternatives. AGC, in cooperation with labor and others, is actively advocating for legislative changes that would authorize a new retirement plan model called “composite plans.” In the meantime, there are some alternative plan designs already available to consider. In January, AGC will offer a three-part WebEd Series designed to educate union contractors and their representatives about alternatives and help inform their decisions. The series is free to AGC members and chapter staff.

On January 10, John Redmond of Segal will provide an overview of what “hybrid plans” and other relevant terms mean, of the types of alternative plans that are currently available, and of their basic features, advantages and drawbacks.

On January 15, Kelly Coffing and Ladd Preppernau of Milliman will talk about the Sustainable Income Plan, a variation on a variable annuity plan design recently adopted by several AGC chapters.

On January 24, Dan Brennan and Mark Levengood of Susanin Widman and Brennan will provide information about an AGC chapter-developed strategy involving a cash balance model.

Each session will begin at 2:00 p.m. Eastern time and will last 60 or 90 minutes.

New ODOT On-The-Job Training Rules Take Effect January 1, 2019
The Ohio Department of Transportation recently announced significant changes to the On the Job Training Program (“OJT Program”) that will take effect on January 1, 2019. Because these changes will impact on-going multi-year projects as well as new ODOT projects that will begin construction in 2019, all Ohio contractors are advised to review and familiarize themselves with the new changes. The complete OJT Program manual is available on the ODOT website. The following is a brief summary of the major changes and how they will impact Ohio contractors in the years ahead. First and foremost, the OJT Program will no longer be voluntary: starting in 2019, the OJT Program will be mandatory for (1) “all contractors who entered into an FHWA funded highway construction contract with ODOT in that calendar year,” or (2) all contractors who “are working as a prime contractor on a multi-year contract with ODOT in that calendar year.” For calendar year 2019, the OJT goal for each such contractor is 7.6%. In some cases ODOT may also establish project-specific OJT goals. Click here for more information.
