Slatzer Named Deputy Director of Construction Management

Dave Slatzer, P.E. (pronounced SLATE-zer) has been named Deputy Director of Construction Management, effective October 14, 2019. Dave has been serving as Acting Deputy Director of Construction Management since Brad Jones retirement at the end of August.

Dave has been with ODOT for 22 years. His first 17 years were in District 5, where he became Planning and Engineering Administrator. In September 2014 he was named the Deputy Director of the Division of Engineering in ODOT Central Office.

Previously, Dave served in the United States Marine Corps, and received his Bachelor of Science in Civil Engineering from The Ohio State University. He resides in Somerset, Ohio with his wife Sheryl and five children.

Join the Conversation About Ohio's Future Transportation System


The Ohio Department of Transportation (ODOT) is hosting a series of 10 public meetings around the state to share with residents and other interested stakeholders details on ODOT’s update to Ohio's long-range transportation plan, called Access Ohio 2045.

The public and interested stakeholders are invited to attend. The meeting is an open house format with presentations at 4:30 and 6:00pm. Give feedback on proposed strategies and learn about how Ohio might look in 25 years.

This is ODOT’s second round of public outreach as part of the Access Ohio 2045 update. The strategies to be presented at the meeting were informed by feedback that ODOT received from residents in the spring of 2018.

Past Presidents Service Award Nominations

The Past Presidents of OCA have established an annual award, “The Past Presidents’ Service Award,” that stands for recognition of outstanding service for or on behalf of OCA. Its purpose is to encourage OCA members to contribute more service for the association throughout the year and reward them for doing so. This award will be presented at the OCA Winter Conference.

The award includes $500 to be shared equally by those elected, as well as a plaque, supplied by the Past Presidents. Any candidate must be affiliated with an OCA member in good standing. He or she must have contributed some extraordinary service for the association during the year. Any, and every, OCA member is eligible. OCA staff members are not eligible. Any OCA member may submit a name to be considered.

All persons to be considered will be rated by all Past Chairpersons on a scale of 1 to 5, with 5 being the highest rating. The person receiving the most points will receive the award. OCA will be responsible for distributing the names and resumes to the Past Chairpersons and collecting and tabulating the ratings of the nominees. Deadline for nominations is October 23, 2019.

ODOT moves projects out of November 7th letting

ODOT’s November 7th letting will only have one major project ($15 million bridge preservation in Cleveland on IR 90), one or two sped-up projects and possibly some emergency slide repair projects. Projects delayed from October 24th may also be included.

The timing of the annual Federal shutdown around the beginning of October resulted in the projects originally set for that letting pushed up to October 24th or back to November 21st.

U.S. Department Of Labor Issues Final Overtime Rule 

On September 24, the U.S. Department of Labor (DOL) announced a final rule updating the earnings thresholds necessary to exempt executive, administrative, or professional employees from the FLSA's minimum wage and overtime pay requirements, and allowing employers to count a portion of certain bonuses (and commissions) towards meeting the salary level.

In the final rule, the Department is:
    • raising the "standard salary level" from the currently enforced level of $455 to $684 per week                  (equivalent to $35,568 per year for a full-year worker);
    • raising the total annual compensation level for "highly compensated employees (HCE)" from the                currently enforced level of $100,000 to $107,432 per year;
    • allowing employers to use nondiscretionary bonuses and incentive payments (including commissions)         that are paid at least annually to satisfy up to 10 percent of the standard salary level, in recognition of         evolving pay practices; and
     • revising the special salary levels for workers in U.S. territories and in the motion picture industry.

The final rule will be effective on January 1, 2020.

A 2016 final rule to change the overtime thresholds was enjoined by the U.S. District Court for the Eastern District of Texas on November 22, 2016 and was subsequently invalidated by that court. As of November 6, 2017, the U.S. Court of Appeals for the Fifth Circuit has held the appeal in abeyance pending further rulemaking regarding a revised salary threshold.

OCA / Laborers’ Apprenticeship Update!

Like many apprenticeship/educational programs, our Laborers’ Apprenticeship & Training program has had issues with attendance. The leadership of our Laborers Apprenticeship program is seeking assistance from contractors in enforcing the mandatory attendance policies required of apprentices.

Apprentices who are not present due to unexcused absences may be terminated from the program with no exceptions upon the very first no call or no show. The Apprenticeship program relies upon contractors/employers to stress the importance of attendance to apprentices they may employ.

On October 1, 2019, Vince Irwin, Laborers’ Statewide Apprenticeship Coordinator issued a clarification letter to OCA for distribution to our members. The letter covers additional details about the importance of attendance, and the program’s new communication system that allows contractors access to the apprentice’s schedules. The letter includes instruction on how to log onto the Apprenticeship Program’s website in order to access the “Apprentice Member Class Transcript Login”. I.U.O.E. Local 18 Offers Heavy Equipment Mechanic Program

In response to an immediate industry demand, I.U.O.E. Local 18, in cooperation and coordination with the apprenticeship fund trustees, have created a program specifically for those individuals wishing to pursue a construction career track in heavy equipment maintenance and repair. This program is a salary-tiered, four-year apprentice-to-journey person curriculum that is provided through the Ohio Operating Engineers Training Program.
