ODOT Budget Bill Passes Out of House Committees; Expected On The Floor Next Week
House Bill 26 (McColley-R) has now passed out of the House Finance Transportation subcommittee and the full House Finance Committee, with multiple changes made throughout the House process.
One of the most controversial items included in the Governor’s version of the bill was moving the collection point of the motor fuel user fee from the wholesale level to the rack – an earlier phase of the process which may have garnered more funding. That language was removed in the committee process. Also removed from the bill was an attempt to apply the motor fuel tax to CNG (Compressed Natural Gas) fueled-vehicles. Committee members felt that application of some type of tax to hybrid vehicles and fuels should be applied across the board – including electric vehicles – and more study is needed before they move ahead.
The bill retains language that would allow county commissioners to levy a $5 motor vehicle license free for transportation purposes.
The ODOT budget bill is expected to pass the House with broad bipartisan support next week. ODOT’s Director will present testimony to the Senate Transportation, Commerce & Workforce Committee on Tuesday to start the process in the Senate. The bill must be signed by the end of March in order to take effect by July 1.
