Hall of Fame Scholarship Program Applications being Accepted

Since 1996, OCA has awarded nearly $250,000 in scholarships to support promising future talent studying for careers in Civil Engineering, Construction Technology and Construction Management. Scholarships are available for students with graduating goals set at the associate and bachelor's degree levels. OCA recognizes the value that our Hall of Fame Scholarship recipients bring to our industry. These scholarships are for students enrolled in a degree program in Civil Engineering, Construction Technology, Construction Management, or related studies.

Be a Part of the Marcum National Construction Survey
As in years past, OCA member Marcum (formerly known as Skoda Minotti) is conducting their annual national construction survey. This construction survey has grown to cover national industry trends. With that in mind, you are invited to participate in the Marcum National Construction Survey.

The survey will take no more than 10 minutes to complete. Each participant will receive the complete survey results and a detailed analysis of what they reveal about the current state of the construction industry, including predictions for 2021. In addition, Marcum will randomly select one participant each week to receive a $100 Visa gift card until the survey closes on March 31.

Whether it is the quarterly Marcum Commercial Construction Index, the annual Marcum JOLT Survey Analysis, or one of their regional Construction Summits, Marcum knows that you need good information to drive your business decisions and growth. The depth and breadth of Marcum’s national construction practice enables them to share leading industry insights with you year-round.

Important Message from Ohio BWC!

Following Governor Mike DeWine’s direction, we are asking our employees, employer members, injured workers, and stakeholders across the state to practice proper hygiene and other precautions to avoid potential contact with the yearly influenza as well as the Coronavirus disease (COVID-19).

I want to echo Gov. DeWine’s message to the public today: This is about prudent preparation. There are no confirmed cases of the Coronavirus in Ohio, and we want to keep it that way. Our chief concern at BWC is always the safety and health of Ohio’s workforce. That’s why we’re reaching out to our customers and stakeholders to urge proper precautions and to ask you to share this information with your employees and customers, if any.

The governor has asked everyone to educate themselves about this disease and follow precautions advised by the federal Centers for Disease Control and Prevention and the Ohio Department of Health. For more information on the Coronavirus, visit coronavirus.ohio.gov.

Registration Open for BWC’s Workplace Safety and Health Conference

Registration is now open for the Ohio Safety Congress & Expo (OSC 2020) hosted by the Ohio Bureau of Workers’ Compensation (BWC).

OSC 2020 is the largest regional safety and health conference in the U.S. and will run March 11-13 at the Greater Columbus Convention Center. BWC is also offering an online attendance option – a live broadcast of select sessions and reports from the event that customers can access from anywhere.

“Safety Congress offers invaluable educational sessions, dynamic presenters, and hundreds of exhibitors all focused on building a culture of safety in Ohio,” said BWC Administrator/CEO Stephanie McCloud. “This no-cost conference is one of the largest and best of its kind in the nation. Anyone interested in workplace safety and health or workers’ compensation in Ohio should plan to attend.”

The conference will feature 200 educational sessions presented by experts from across the country covering topics related to injury and illness prevention, wellness, and cost savings. Attendees can receive continuing legal education and continuing education credit at OSC 2020. An expo marketplace will also host more than 300 exhibitors. Attendance is free for Ohio employers and their employees.

Grassroots Call-To-Action

Urge your Senators to Support Highway Trust Fund Solution


For the first time in 12 years of Highway Trust Fund (HTF) crises, U.S. Senate Republicans and Democrats are pushing a real solution. Now is the time for you to contact your senators and tell them to support this effort.

Members of the Senate Finance Committee are considering a revenue plan that includes:

1. A vehicle miles traveled fee on heavy commercial trucks;
2. A national electric vehicle registration fee; and
3. Indexing federal motor fuels user fees.

The resulting revenues would help pay for America’s Transportation Infrastructure Act (ATIA), which would authorize $287 billion in highway projects over five years. It represents a 27 percent increase in investment and is currently the only legislative option being discussed.

Urge your senators to support this three-part revenue proposal and play a leadership role in the passage of ATIA this spring.

NLRB Issues New Definition of ‘Joint Employer’

The National Labor Relations Board (NLRB) tightened up the definition of "joint employer" in a final rule announced Feb. 25. The NLRB previously had permitted a company to be deemed a joint employer even if its control over the essential working conditions of another business's employees was indirect, limited or contractually reserved but never exercised under the 2015 decision of Browning-Ferris Industries. The final rule provides that an entity is a joint employer of a separate employer's workers only if the two employers share or codetermine the employees' essential terms or conditions of employment.

If two entities are joint employers under the National Labor Relations Act (NLRA), both must bargain with the union that represents the jointly employed workers, both are potentially liable for unfair labor practices committed by the other and both are subject to union picketing or other economic pressure if there is a labor dispute.
