OCA Toledo Chapter Awards $10,000 to Local Students

The OCA Toledo Chapter recently awarded seven local students pursuing industry-related degrees with scholarships totaling $10,000. Providing these scholarships is one way that members work to promote career awareness and encourage students to enter into the field of heavy highway construction. Several students awarded work or intern with OCA member companies.

Congratulations to all of the students selected including:

Update on Requirements of Families First Coronavirus Response Act

Employer guidance for the various and newly enacted legislation related to COVID-19 is developing rapidly. DOL has just issued more information about the Families First Coronavirus Response Act, which becomes effective on April 1. This new guidance better defines employer obligations, employee rights, and applicable procedures for application of sick and family leave taken under the Act. This presentation by Bob Dunlevey and Nadia A. Lampton of Taft/Law is an update to their recent presentation exclusively for OCA members, which was highly informative. COVID-19 Recommended Practices for Construction Jobsites

Personal Responsibilities

• It is critical that individuals NOT report to work while they are experiencing illness symptoms such as fever, cough, shortness of breath, sore throat, runny/stuffy nose, body aches, chills, or fatigue.

• Individuals should seek medical attention if they develop these symptoms.

Social Distancing

• Do not host large group meetings. CDC recommends that we avoid gatherings of 10+ people; and when meeting, that we keep a 6-foot distance between people. Perform meetings online or via conference call whenever possible.

• To limit the number of people on a jobsite, allow non-essential personnel to work from home when possible.

• Discourage hand-shaking and other contact greetings. Jobsite / Office Practices

• Communicate key CDC recommendations (and post signage where appropriate) to your staff and tradespeople:

     » How to protect yourself

     » If you are sick » COVID-19 Frequently Asked Questions

     » Place posters that encourage staying home when sick, cough and sneeze etiquette, and hand hygiene at the entrance to your workplace and in other workplace areas where they are likely to be seen.

• Identify a workplace coordinator who will be responsible for COVID-19 issues and their impact at the workplace.

RE: COVID-19 and OSHA

In early March, the U.S. Occupational Safety and Health Administration (OSHA) posted information on its website stating, “COVID-19 can be a recordable illness if a worker is infected as a result of performing their work-related duties.” Such communications from OSHA have created concerns and some misunderstanding for employers struggling to keep their businesses operating. After consulting with the safety directors at several of our leading member-companies, I want to provide an additional explanation which helps address those issues.

While OSHA maintains such an exposure could be a recordable incident, that reality is very unlikely for those in the transportation construction industry whom ARTBA represents. For COVID-19 to be recordable, the exposure must occur under a specific set of circumstances prescribed by OSHA for posting on an “OSHA 300” log, as discussed later in this memo. Keep in mind that OSHA’s standards are written for all employers. However, for transportation construction employers specifically – whether contractors, designers, suppliers, manufacturers or others – the need to post such an illness is very improbable.



Hall of Fame Scholarship Program Application Deadline Extended to Friday, April 3, 2020

In consideration of disruptions in schedules, OCA has extended the deadline for Hall of Fame Scholarship Applications in order to allow additional time to gather required recommendation forms.         
   
                              
Since 1996, OCA has awarded nearly $250,000 in scholarships to support promising future talent studying for careers in Civil Engineering, Construction Technology and Construction Management. Scholarships are available for students with graduating goals set at the associate and bachelor's degree levels. OCA recognizes the value that our Hall of Fame Scholarship recipients bring to our industry. These scholarships are for students enrolled in a degree program in Civil Engineering, Construction Technology, Construction Management, or related studies.
