Transportation Budget Update
This is going to be a busy week at the Ohio Statehouse. The House Finance Committee will be taking testimony tomorrow, Wednesday and Thursday. In addition, the Senate has scheduled an informal hearing for Wednesday morning. All the hearings will be televised on the Ohio Channel – www.ohiochannel.org.

The specific schedule is:
Tuesday – 1:00 pm House Finance Committee – we expect testimony from local government representatives and others

Wednesday – 9:00 am House Finance Committee – George Palko (Great Lakes Construction) will testify on behalf of OCA, and additional testimony from local government and other interested parties is likely.

Wednesday – 10:30 am Senate Transportation Committee – Director Marchbanks will provide testimony

Thursday – 9:00 am House Finance Committee – additional testimony and possible introduction of a “sub bill” which may mean we will see the actual funding recommendation.

OCA Needs Help Sharing Your Good News!
Has your company visited a career fair, talked with a group of students (any age), given a tour of your plant or jobsite, provided support to a classroom, offered a job shadow experience, or offered other ways to expose young people to the industry?

We hope you will tell us about the efforts your company participates in to bring construction career awareness to students. So much great outreach work is being done by OCA members on behalf of the industry and we want to recognize and share this with the membership.

We have created a place in the OC magazine to highlight these efforts. Please considering submitting the form linked
here with a photo or two if you have them – and we will include the news in our next magazine. Information may be submitted to OCA Director of Chapter Development, Melanie Kitchen at [email protected].Also, feel free to pass this information on to the correct person in your office. Information deadline for the March/April issue is Thursday, Feb. 21.

This will be an ongoing feature in our magazine and future deadline dates are: April 26, July 9, Sept. 2 and Oct 28. Thanks for considering this and we look forward to sharing with the membership.


FASB Disclosure Rules Assistance
OCA’s union collective bargaining agreements (CBAs), require signatory contractors to contribute money into multi-employer pension plans on behalf of their union employees. The plans provide benefits to union employees who may work for many employers during their careers, thereby enabling them to accrue benefits in a single retirement plan. The Financial Accounting Standards Board (FASB), which sets accounting rules for U.S. companies, issued standards several years ago, requiring disclosures from employers participating in multi-employer pension plans (Accounting Standards Update 2011-09). The standards require contractors to report certain information on their financial statements for all multi-employer pension plans in which they participate.

OCA has compiled a summary spreadsheet to assist contractor members with the required financial disclosures. Click

Employers remain solely responsible for the financial disclosures and will also need to determine the amount of their own contributions made to each plan and to all plans in the aggregate. Hall of Fame Scholarship Program Applications Being Accepted
Since 1996, OCA has awarded nearly $200,000 in scholarships to support promising future talent studying for careers in Civil Engineering, Construction Technology and Construction Management. Scholarships are available for students with graduating goals set at the associate and bachelor's degree levels. OCA recognizes the value that our Hall of Fame Scholarship recipients bring to our industry. These scholarships are for students enrolled in a degree program in Civil Engineering, Construction Technology, Construction Management, or related studies.
