May 1, 2019 Carpenter Changes Now Posted 

OCA has received the new carpenters allocations for May 1, 2019 Wage & Benefit changes. We have included them below with the other union changes previously reported. We will now update the Annual Wage & Benefit Bulletin and post it on line. Please check the OCA website at www.ohiocontractors.org for the update.

Multiemployer Pension Reform – Will It Ever Happen? 

James Young, Senior Director, Congressional Relations for Labor, HR and Safety with OCA’s national affiliate, AGC, shared a recent editorial from the Washington Post titled "Congress's problem from hell: Should taxpayer money be used to bail out key pension plans?" 

It discusses the problem with the multiemployer system, how the Obama administration balked at implementing the Multiemployer Pension Reform Act of 2014 for Central States, and last year’s Joint Select Committee on Solvency of Multiemployer Pension Plans (JSC) effort. It describes the JSC effort as "hardly pain-free or perfect, the proposal had the virtue of realism and, in rough terms, fairness." 

The last paragraph reads "The 116th Congress must now try its hand. Any proposal must be bipartisan to pass the Democratic House and Republican Senate. The cost of failure would be borne mainly by retirees and businesses directly affected -- but the indirect impact on the broader economy could be substantial. Meanwhile, any solution would require business, labor and taxpayers to shoulder costs they would rather not pay. We hope lawmakers don't waste much time pretending otherwise." 

OCA and AGC continue to advocate for legislative solutions that avoid plan insolvencies, create incentives for plans to enhance funding without impacting healthy plans and that Composite Plans are authorized as a tool to eliminate underfunding. Congress will likely begin debating another around of reforms later this summer and AGC will continue to work with all stakeholders and labor partners on behalf of our members. OCA will remain directly involved in this process and will keep the membership posted on developments in this critical issue affecting our industry. 

Second Annual National Concrete Symposium

The National Center for Education and Research on Corrosion and Materials Performance (NCERCAMP) is hosting the second annual National Concrete Symposium on Tuesday - Wednesday May 14 & 15.

This event will combine hands-on and lecture style courses for a compelling continuing education opportunity for architects, engineers, and construction professionals wanting to learn the latest in concrete innovation at the nations only advanced corrosion and materials performance research center.

Workforce Development Outreach: Creating Awareness in our Communities

As creating workforce awareness continues to become a larger part of our industry’s recruiting efforts, OCA wants our members to know that your work to engage the next generation is making a difference around the state. 

We recently asked the membership to share individual outreach actions they are taking to make young people aware of career opportunities in our industry. After reviewing the many emails submitted, it was clear that collectively we are making a huge reach around the state when it comes to promoting heavy highway careers. 

Here is one of the actions shared, with others to be included in future e-newsletters along with being published in the bi-monthly OC magazine. 

Company: Gerken Paving Inc. 
Event: The Gerken Companies Career Open House, Napoleon 
Action taken to create awareness: The Gerken Companies views its employees as our most valuable asset. To maintain and expand this asset The Gerken Companies hosted a summer Open House to promote various career opportunities. The program opened with speakers from several departments explaining the different facets of the company. After taking a tour of our corporate offices and quality control laboratory. The group hit the road to see employees in action. First stop was the Custar Stone quarry where an explosive shot was witnessed, and the crushing process was explained. The blast was a highlight for the group. Gerken’s asphalt plant located at the Custar quarry provided the view of how the asphalt product is produced and ready for delivery to the project site. The quality control lab and high-tech batch house were an outstanding example of how technology is changing our industry. The tour group was very interested and excited by this aspect. Last stop on the tour was an active ODOT project where the group watched employees install a road. 

From blasting to compacting, The Gerken Companies Open House provided a from-start-to finish perspective on asphalt paving.
