USDOT to Host “Listening Sessions” on DBE Regular Dealers
PURPOSE: The U.S. Department of Transportation’s Departmental Office of Civil Rights (DOCR) will be hosting two listening sessions on the topic of “Regular Dealer” in the Disadvantaged Business Enterprise (DBE) program. The virtual sessions will be held on Wednesday, September 26 and Thursday, September 27, 2018 from 1:00 P.M. to 3:00 P.M. EST. Both sessions will be recorded and are strictly for the purposes of discussing the regular dealer concept and its application in 49 C.F.R. Part 26.
BACKGROUND: In the 2014 final rule, the Department offered to continue the dialogue on how recipients treat and count services provided by firms that act as a “regular dealer” or a “transaction expediter/broker” toward an overall or contract goal in the DBE program. The listening sessions are a chance for stakeholders to share their opinions on this specific aspect of the DBE rule in light of changing business practices such as e-commerce trade, drop-shipping of wholesale supplies, and other equipment-related issues. The Department encourages suppliers; DBEs and other small businesses; prime contractors; advocacy organizations; [FAA] [FHWA] [FTA] recipients; and other stakeholders to participate.
