Review of Laws and Ethics for Professional Engineers and Surveyors
A recently added mandate for an individual to maintain a Professional Engineering (P.E.) license is to have taken two (2) hours of professional ethics training as part of the thirty hours of required training credits over a two-year period. Many OCA members and their employees have earned the P.E. license and must attend an ethics-related training course. OCA is making this training available to anyone currently employed by an OCA-member company. The course will be offered on October 11th, starting at 9:30 a.m., at the OCA Office Building. Cost to participate in this two-hour course is $50 per person.
Ron Erb, P.E. with S&ME, Inc., and Patrick Devine, Senior Counsel at Ice Miller LLP will present the course in professional ethics and rules relevant to the practices of engineering and surveying. The presentation will provide relevant and current information based on the Ohio Revised Code Chapter 4733 and the Ohio Engineers and Surveyors Board’s Code of Ethics. During the live presentation, there will be discussion of the fundamental principles and canons of ethics, an interactive analysis of ethical responsibilities under specific fact scenarios, and a review of disciplinary actions by the Board for violations of the ethics law and code.
Ron Erb, P.E., is a Principal Engineer with S&ME, Inc., and is stationed in the Columbus, Ohio office. With over 35 years of professional experience, and licensed in six states, Ron first obtained his Professional Engineering registration while working for Schnabel Engineering in Bethesda, Maryland. Since that time Ron has obtained licensure and practiced engineering in Virginia, Ohio, West Virginia, Indiana and Kentucky. Ron has been with BBC&M/S&ME in Central Ohio since 1990.
Patrick Devine is Senior Counsel at Ice Miller LLP where he represents clients in construction and litigation matters. He focuses his practice in the heavy/highway arena with an emphasis on contract law, competitive bidding, prevailing wage compliance, and DBE/MBE certification issues.

How to review and calculate your company’s progress toward the OJT Apprentice Goal – Each month, all prime contractors who are on active projects with ODOT receive an OJT email notification. The OJT Program webinar will review how to calculate the progress toward your OJT goal, which is included in the monthly email notification. Progress toward the goal is calculated by taking the total apprentice hours entered since January 1, 2019 and dividing by the total apprentice hours plus the total journeymen hours (trainee hours are not included). Percentage = Total apprentice hours / (Total apprentice hours + Total journeymen hours)
Business Size Threshold – Receipts Exemption A business size threshold for OJT program requirements has been established and will be covered during the webinar: • Contractors with receipts above $39.5 million will be required to have an approved apprentice program. • Contractors with receipts at or below $39.5 million may request an exemption from the apprentice program requirement. Those contractors will still be required to make and report on Good Faith Efforts (GFEs) in early 2020 for your efforts made during 2019.
Monthly OJT Apprentice Email All prime contractors on active projects (above and below $39.5 million in receipts) will continue to receive the monthly notification email regarding OJT apprentice goal attainment. The email notification will be covered in the OJT Program webinar.
Good Faith Efforts –will be required to be submitted in early 2020 for your efforts made during 2019: 1.) If your company is at or below $39.5 million in receipts – your company is eligible for the apprentice program exemption. You must submit the Declaration of Exemption from Apprentice Program form to receive the exemption. If ODOT grants the exemption, your company will be required to report GFEs made during 2019. 2.) If your company is above $39.5 million in receipts OR is otherwise not exempt from having an apprentice program – a. And did not meet the OJT goal – you will be required to provide reasons why your company did not meet the goal and provide any GFEs made during 2019. If your company does not have an approved apprentice program and is non-union, your company will be referred to ApprenticeOhio to get an apprentice program set up within a timeframe. b. And met the OJT apprentice goal – great work! No additional reporting needs to be done.
After the first of the year, companies will receive information on how to report and submit their Good Faith Efforts (GFEs) and Declaration of Exemption from Apprentice Program form to ODOT. The webinar will provide preliminary information on what GFEs are and how to report them. WTS Columbus Scholarship Announcement

WTS Columbus Chapter announces Scholarships available for Ohio Women interested in Transportation Careers.
The WTS Columbus Chapter is pleased to announce the availability of scholarships for qualified female students interested in pursuing careers in transportation. Chapter-level scholarships total $10,600 this year. Local (Ohio-based) awardees are eligible to compete with other states’ winners for $22,000 in WTS national-level scholarships.
The Columbus Chapter will be accepting applications for the following four scholarships through Friday November 15th, 2019.
Undergraduate:
WTS Molitoris Leadership Scholarship for Undergraduates - Application
Local Columbus Chapter award $3,000, international award $5,000
WTS Sharon D. Banks Memorial Scholarship for Undergraduates - Application
Local Columbus Chapter award $2,000, international award $5,000
Graduate:
WTS Helene M. Overly Memorial Scholarship for Graduates

WTS Maggie Walsh Leadership Legacy Scholarship for Graduates - Application

Note: Individual graduate candidates are encouraged to apply for both scholarships.
Additional information for each scholarship can be found in the attached application packets. All applicants must be female, Ohio based, have a GPA of 3.0 or higher on a 4.0 scale, and be planning to pursue a career in transportation. BAME (Black, Asian and Minority Ethnicities) candidates are encouraged to apply.
Note to Freshmen: Undergraduates and Community College students are not able to apply unless they have completed at least one semester and have grades available by the November 15th, 2019 deadline.

Contractor OTIM Training - Important Update!
If you are a Contractor working on major projects for the Ohio Department of Transportation (ODOT), attending one of the general OTIM classes listed in previous newsletters does not fulfill the training requirements specified in Plan Note 642-45. There is a separate version of this class called Contractor OTIM Training (or TIM During MOT), which provides instructors to Contractors working on ODOT projects. Please fill out this form to request the Contractor OTIM Training. If you recently signed up for one of the general OTIM classes below, but actually need the Contractor class (TIM During MOT) per Plan Note 642-45, please cancel your recent OTIM registration and request the Contractor OTIM Training instead.
On behalf of ODOT’s Office of Traffic Management, just a reminder that registration is currently open for multiple sessions of the new Ohio Traffic Incident Management (OTIM) Training! These free, 2-hour class sessions will be of interest to personnel who respond to incidents impacting the roadway transportation system, such as Fire Departments, EMS, Law Enforcement (Police, Sheriff, Highway Patrol), DOT, Public Works, EPA, EMA, and Towing and Recovery Companies.
Depending on the location, the OTIM classes have been scheduled for either morning (8:30am to 11:00am) or afternoon (12:30pm to 3:00pm). Registration is now open as follows:
