Special OCA Bulletin (4/1/2020)

Memo To The Industry & Future Project Proposal Note

Attached you will find two documents that were issued by ODOT late this afternoon. To quote ODOT’s transmittal email to OCA, the first document serves “as notice to the industry and guidance to ODOT staff related to the Stay At Home Order .” The second document ”is a proposal note that we (ODOT) developed to be added to projects in [the] future."

The guidance provided outlines ODOT project oversight actions with regard to observations of safety practices related to COVID-19 mandates and establishes a resolution tree for dealing with observed violations. In talking with members of OCA who continue to successfully conduct major operations on jobs, it is clear that frequent discussions with ODOT project personnel on what is happening on the project and how those tasks are going to be conducted are key to anticipating, and thereby avoiding, any issues regarding Stay At Home Order mandates.

As the number of infections grow within our state, pre-screening of your workforce on a daily basis before entering the project site, re-engineering work tasks to honor the 6-feet personal separation mandate, and urging employees to stay at home after work hours will be the best tools we have to secure continuing work for Ohio’s highway construction industry.
