Your Help is Needed to Inform Congress
On May 4, OCA banded together with Flexible Pavements of Ohio, Ohio Concrete, and Ohio Aggregates and Industrial Minerals Association to send a letter to Ohio’s Congressional delegation members seeking our legislators support for a stimulus funding bill for highway transportation infrastructure. In the letter, it was asked of our delegation members to pass a bill for nearly $50 billion in additional funding for highways that was originally proposed by the American Association of State Highway & Transportation Officials (AASHTO), of which ODOT is a member. These funds are necessary to address the anticipated reduction in revenue into the federal Highway Trust Fund due to the reduction in vehicle miles traveled during this COVID-19 crisis. In addition to the stimulus package, the letter also encouraged the passage of a transportation reauthorization bill as the present law, known as the FAST Act, will expire on September 30, 2020. Without passage of a replacement bill, a continuation piece of legislation would be needed to keep federal monies flowing to states for highway construction and maintenance.

Due to the unprecedented impact of the pandemic, ODOT is currently looking at all projects to determine which can safely be delayed, as transportation revenue projections show significant declines. Without immediate federal funding to ODOT to help ensure projects can move forward, the threat of layoffs grows exponentially

ODOT estimates show a loss of $941 million in state project funding and $403 million for local government projects during the period of March 1, 2020-June 30, 2021. As a result, ODOT has delayed the lettings of two new phases of ongoing major interstate projects, the I-70/71 interchange in Columbus and the I-75 Mill Creek Expressway in Cincinnati, until the next fiscal year. These phases are valued around $200 million.
The Trump Administration and Congress must provide ODOT with additional funding to combat the threat of further project delays and, ultimately, construction worker layoffs.
