Legislative & Environmental Affairs

It takes a fulltime legislative expert to track the laws, rules and regulations debated and adopted every day that affect the way our industry does business. OCA members gain access to that expertise as a resource...and a voice on the issues...through OCA's Legislative Affairs department. OCA represents the heavy, highway and utility construction industry exclusively; our sole agenda is advancing the interests of OCA members on critical issues like:

  • transportation funding
  • prevailing wage
  • force account work
  • reverse auctions
  • environmental rules
  • OUPS

Lobbying

OCA works with state and local government leaders to raise awareness about industry issues. The Association's leadership has resulted in the generation of hundreds of millions of dollars from highway user fees via the state's motor fuel tax and bonding programs, which have been invested in the upkeep of Ohio's common area highways. OCA was active in the creation of Workers' Compensation Reform and is recognized as a front-line resource, voice and champion for opportunities and issues that shape the way the industry operates in the state.

Although most of OCA's legislative activities are at the state level, we work with our national affiliates, the American Road and Transportation Builders Association (ARTBA), and Associated General Contractors of America (AGC) on congressional issues of importance, such as federal highway funding.

Grassroots Government Advocacy

From organizing the industry's grassroots efforts on state and national legislative issues, to directly lobbying members of the Ohio legislature, OCA identifies, leads and supports initiatives on behalf of our members and the heavy, highway and utility construction industries.
