Ohio Legislature Considers Payment Protection for General Contractors 

On October 23, 2019, the Ohio House of Representatives introduced a bill (H.B. No. 380) that would amend Ohio’s Prompt Pay Act (ORC Section 4113.61) to provide general contractors with payment protection similar to that currently enjoyed by subcontractors under the Act. Specifically, the proposal would require project owners to pay contractors within 35 days of receiving the contractor’s invoice. Owners would be permitted to withhold amounts only for retention or for disputed liens or claims relating to the work. The bill does not appear to permit the parties contractually to lengthen the 35-day payment term, and failure to make payment by day 35 would require an owner to pay interest at 18% per annum. The bill also expressly permits (but does not require) owners to reduce retainage by agreement in the contract. 

The proposed modifications would be beneficial for contractors and provide greater certainty of payment. For owners, it will require prompt analysis and approval of pay applications. If lenders are involved, then those requirements will need to be satisfied and funded within the 35-day timeframe.

Franklin County Engineer’s Office to bid 28 projects in the 2020 construction season: attend Nov. 20 Open House to learn more 

OCA members are invited to attend the Franklin County Engineer’s 2020 Contractor Open House at their West Maintenance Facility on Wednesday, Nov. 20. The facility is located at 4444 Fisher Rd., Columbus, OH 43228. 

With a larger than typical construction season, the office will be sharing with contractors information about 28 projects to bid. Guests will have the opportunity to learn details and ask questions about the work. 

The agenda is as follows: 
4:00 to 4:30 p.m. Networking/Refreshments 
4:30 to 6:00 p.m. Presentation to include information about diversity & inclusion, project details and Q&A

Estimating Competition Searching for a Project 

Every year students participating in the OCA Estimating Competition compete using a previously-constructed project from one of our members. Last year’s students estimated the Columbia Road Relocation project, presented by the John R. Jurgensen Co. We are now looking for a new project for the 2020 competition. If you are willing to attend a couple of meetings to discuss your project and give a presentation to those attending the competition, please contact David Rule at 614-488-0724. The competition dates are February 14 & 15.

OCA Safety Awards - 2019!

OCA’s Jerry Keller Memorial Safety Awards program is a great opportunity for our contractor members to showcase their safety programs and be recognized for their achievements. All OCA members are encouraged to participate!

Awards are presented in several size divisions, based on total hours worked. Recognition is also given to any contractors who achieve zero accidents and injuries during the year!

Winners will be announced during the Winter Conference Awards program on Tuesday, December 10th at the Hilton Easton in Columbus. Join the Conversation About Ohio's Future Transportation System


The Ohio Department of Transportation (ODOT) is hosting a series of public meetings around the state to share with residents and other interested stakeholders details on ODOT’s update to Ohio's long-range transportation plan, called Access Ohio 2045.

The public and interested stakeholders are invited to attend. The meeting is an open house format with presentations at 4:30 and 6:00pm. Give feedback on proposed strategies and learn about how Ohio might look in 25 years.

Women's Transportation Seminar "WTS" Celebrating their 35th Anniversary - Nov. 20th at Topgolf, Columbus.

WTS Columbus is celebrating their 35th Anniversary on November 20th at Topgolf, Columbus.   In conjunction with the celebration, there is a scholarship fundraising event. See this flyer for details.

WTS also wants to remind you that scholarships are available for Ohio Women interested in Transportation Careers. The WTS Columbus Chapter is pleased to announce the availability of scholarships for qualified female students interested in pursuing careers in transportation. Chapter-level scholarships total $10,600 this year. Local (Ohio-based) awardees are eligible to compete with other states’ winners for $22,000 in WTS national-level scholarships.
