Ohio Moving Forward With COVID-19 Vaccination Program

Ohio is preparing to distribute safe, effective COVID-19 vaccines statewide to those who choose to be vaccinated. As COVID-19 vaccines are granted Emergency Use Authorization (EUA) by the Food and Drug Administration (FDA), the state will begin to distribute the vaccines strategically and thoughtfully to Ohioans at the greatest risk in conjunction with recommendations from the Centers for Disease Control (CDC) Advisory Committee on Immunization Practices (ACIP) and the National Academies of Sciences, Engineering, and Medicine (NASEM).

Free Hazmat Compliance Webinar from BWC

BWC is hosting a webinar titled Are You a Hazmat Employer? What to Know to Stay in Compliance on Tuesday, January 26 (11:00 to 12:00). This webinar will focus on the Department of Transportation’s training requirements for shipping, receiving, handling, and labeling of hazardous materials.

The webinar will be instructed by Ben Hissam, an Industrial Safety Consultant in BWC’s Cincinnati Service Office.

OHIO811 Updates Positive Response Codes - Offers Webinars

During its quarterly meeting in November, the OHIO811 Board of Trustees adopted updates to the Positive Response codes and definitions. These updates act to further clarify the status of a locate request that utility members are required to provide. The updated codes and definitions can be found below.

OHIO811 will be implementing these updates to the Positive Response system on March 1, 2021. We urge you to review these codes prior to that date.

Additionally, OHIO811 will be hosting live webinars on January 27th at 10:00 AM and February 17th at 1:00 PM provide an overview of the updates and an opportunity to ask questions to OHIO811 staff. Although these webinars are free, you must register using the links below as space is limited:

OHIO811 POSITIVE RESPONSE CODES & DEFINITIONS- EFFECTIVE 03/01/2021

001- No Conflict- Underground facilities operated by this member are not in conflict based on information provided in the Excavation Request.

002- Marked- Underground facilities operated by this member at the site of proposed excavation have been marked up to the privately owned facility.

003- Excavation Request Cancelled (CNCL)- Excavator has cancelled this excavation request.

004- Locator Coordination- Locate request has not been completed. Locator has/will contact the excavator to coordinate markings.

005- Facility Owner or Operator Coordination- Locate request has not been completed. Facility Owner or Operator will contact the excavator to coordinate markings.

006- High Profile or Critical Facility- Facility Owner or Operator requests to be present for the excavation in accordance with ORC 3781.31 (A). Excavator must provide notification of at least one full working day prior to commencing excavation.

007- Complex Project (LPRJ)- This response is designated for use with a Complex Project notification only.

008- Design Notification (DSGN)- Facility Owner or Operator has completed the design request in accordance with ORC 3781.27 (C) or 153.64 (B) (2).

009- Work Complete- The Facility Owner or Operator or their representatives has deemed the excavation to have been completed prior to the legal start date.

999- No Response (LATE)- The Facility Owner or Operator or its representatives has not posted a Positive Response prior to the legal start date. A “LATE” notification has automatically been sent to the Facility Owner or Operator.

American Concrete Pipe Association Extends Virtual Conference Invite to OCA Members
  The American Concrete Pipe Association will be holding their annual Pipe School virtually this year and invites OCA members to participate. The program will be Feb. 1 through Feb. 3 and offers a transportation track and PDHs are available. For more information or to register, click here.

Workers' Compensation Rate Cut

Ohio Lt. Governor Jon Husted announced on January 5 that Ohio’s public employers will pay $14.8 million less in premiums this year thanks to a rate reduction from the Ohio Bureau of Workers' Compensation that went into effect January 1.

The rate cut means approximately 3,700 counties, cities, public schools, and other public taxing districts will pay an average of 10 percent less on their annual premiums than in calendar year 2020. The reduction, made possible by declining injury trends and relatively low medical inflation costs, is the twelfth cut for public employers since 2009 and follows a 10 percent cut in 2020.


Prompt Payment Report Now Available on ODOT'S Website

In a recent Notice to Industry, ODOT has made available a new way to easily view information about the subcontractor/supplier/ trucking firm payment records they have entered into the AASHTOWare Project Civil Rights & Labor (CRL) system. For more information, click here.

ODOT Announces Fiscal Year 2022 "Locked" Program

Recently ODOT shared the 2022 “locked” program with OCA, in which the districts commit to dates to file and sell projects from July 1, 2021 to June 30, 2022. For an Excel file of the projects, click here. If you have any questions, contact Chris Engle.


Several OCA Chapter Scholarships Currently Available

OCA’s nine Chapters award scholarships at various times of the year throughout the state, totaling nearly $30,000. Scholarships typically range from $1,000 to $2,500 per award. Currently, two OCA Chapters are accepting scholarship applications. Students pursuing construction-related careers in Ohio’s heavy highway industry are encouraged to apply.
